design: remove the 1.x panel-ui mockups and the redesign's stage-1 directions

docs/assets/panel-ui (the 1.x experiment, superseded by the redesign) and
docs/assets/panel-redesign/{a,b,c} (the three stage-1 directions; C was
taken) are history - the plan says so - and nothing builds, checks or
links them but the page that compared the directions. That page,
docs/assets/panel-redesign/index.html, which the documents link as the
way into the mockups, is now that: the screen map and what the design
holds, with a line saying where the removed folders are (git history).
build.py and check.py: 32 screens, 0 violations.

Open points

Icons in B come from Tabler Icons (MIT) through its webfont for the mockup; the panel would vendor only the used glyphs as an SVG sprite.

Inbound log rides on the agreed
inbound-antispam-panel
journal; Inbound queue is a new filter over the one Postfix queue and needs its own roadmap row.

Dark scheme and the narrow-screen shell are not drawn at this stage; all three libraries ship both.

The earlier panel-ui experiment and panel-redesign.md are superseded by whichever direction is accepted.
