guard: the route table has no POST /account/dmarc
The owner's decision of 2026-10-10 (the design commit before this one) removes the per-user default report address, and with it the form that POST /account/dmarc served. The plan's Routes table no longer lists it; the guard's copy of that table follows. Nothing else in the guard changes. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
