docs: remove plan documents for already-shipped features

Plans for domain-stats-auto-ratelimit, dmarc-reports, inbound-relay, panel-docs, queue-retries, and send-log-retention are deleted — all shipped between 1.3.1 and 1.7.0. Only unimplemented plans remain. Co-authored-by: Cursor <cursoragent@cursor.com>
