The review of audit stage 0 (e9d2cbb): a right account password now gives
its limiter attempt back, so the Backup topic's "every attempt, right or
wrong, counts" becomes "a wrong one counts against the limit of a password
change, ten in 15 minutes". check.py: 0 violations.
