mixandClaude Opus 5.5 e15f8896c5 guard: the route table has no POST /account/dmarc ...

The owner's decision of 2026-10-10 (the design commit before this one)
removes the per-user default report address, and with it the form that
POST /account/dmarc served. The plan's Routes table no longer lists it;
the guard's copy of that table follows. Nothing else in the guard
changes.
