label-tag: a tag beside a label takes the label's line height

The owner's phone, 2026-10-17: "Маленький зазор над полем почты"; design
the commit before this one. panel.css takes the two rules theme.css gained
(TestPanelCSSIsTheMockupStylesheet holds them equal): a tag in a field's
label or a fact's dt has no padding of its own and line-height 1.5, so the
line keeps the label's height. CHANGELOG [Unreleased] § Fixed.

go vet + go test (26 packages) and make e2e on the test server for this
tree.
