design: the Outbound log filters by status and by day

The status list is the statuses of a row - queued, sent, deferred, bounced,
rejected, the last the three kinds of refusal together (owner, 2026-10-13).
The mockup's own list was wrong: it offered rate-limited, a reason, and had
neither queued nor rejected. And the days, from and to, the Inbound log's
control.
