Owner, 2026-10-18: "Чисти этот хвост." Preflight as a page of its own was
dropped on 2026-10-13 (roadmap.md § Dropped): its installation checks went
to Server › Health (health-setup-checks, 2.11.0) and its test e-mail to a
form of its own (test-email, 2.12.0). The mockup still drew it and every
mockup's navigation still linked it.
- panel/src/preflight.html and its built page deleted; build.py's Server
group loses the entry, and the 39 pages are rebuilt (each one only loses
that link, in the navbar and the touch menu).
- check.py --write: outlines.json loses the "preflight" key; 31 screens,
0 violations.
- index.html and panel-redesign.md § Room for roadmap items no longer list it.
The guard's deferredScreens entry goes in the next commit, on its own.

docs/assets/panel-ui (the 1.x experiment, superseded by the redesign) and
docs/assets/panel-redesign/{a,b,c} (the three stage-1 directions; C was
taken) are history - the plan says so - and nothing builds, checks or
links them but the page that compared the directions. That page,
docs/assets/panel-redesign/index.html, which the documents link as the
way into the mockups, is now that: the screen map and what the design
holds, with a line saying where the removed folders are (git history).
build.py and check.py: 32 screens, 0 violations.

The owner asked for the state to be drawn (2026-10-09) instead of the
form.sp-form without action or controls that ef8a82e used to get the
column centred.
- panel/src/login-no-admin.html: the signed-out screen with a
div.sp-form in place of the form - host kicker, the heading
No administrator yet, one muted line pointing at the one-time setup
link. No new class: div.sp-form is on the components page already.
- theme.css: the signed-out column is sized through .sp-form
(.sp-signin-form .sp-form), not through the form element, so the
column does not need a form to be centred. Same declarations.
- index.html: the screen is on the map; thirty-four screens.
check.py: 0 violations; outlines.json unchanged (bare screens have no
outline).

Review pass over `1.4.0`…`1.9.1`: port 25 no longer shares the submission milter chain, DMARC reports are validated before they are stored, and the auto rate limit is correct for a non-default level-1 window. Schema migration `0010` (index only). Upgrading is a tag bump.
